As part of the import reform, “What is good for Europe is good for Israel,” a new update will take effect\u2014marking a major step for the proper importer of cosmetics. This change aims to ease the import of European products, ensuring wider access for Israeli consumers while maintaining public health standards.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

A compliant importer for cosmetics? What is it? <\/strong><\/p>

A proper cosmetics importer” is obligated to adhere to strict regulations and ensure high quality, including:

1.<\/strong> Management of a digital quality and safety system:<\/strong> A system that includes clear procedures, risk assessments, and tailored sampling plans for each type of product.

2. Reporting in case of deviation:<\/strong> Obligation to report to the Ministry of Health in case a product is identified as not meeting the requirements

3. Digital document documentation:<\/strong> Maintaining complete documentation of documents and safety and quality documents for at least 7 years.<\/p>

It is not possible to import all types of cosmetics through the proper importer route.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

What does the European route for cosmetics include? <\/strong>
The European route is intended for importers wishing to import cosmetics marketed in the European Union, while ensuring compliance with quality and safety regulations.
The track includes:
1.Commitment of a proper importer:<\/strong> Management of quality control and tailored sampling programs.
2. Document verification:<\/strong> Documents proving that the products meet European quality and safety standards.
3. Exemption from direct contact with the manufacturer:<\/strong> The responsibility for the product’s integrity and safety is transferred to the importer; however, there are strict requirements from the suppliers.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Main points of the reform <\/strong>
Proper importer: <\/strong>Recognition of proper importers, with obligations to manage quality processes, risks, and a sampling plan, and to execute the plan accordingly.
Change in the Ministry of Health’s operations:<\/strong> Transition to enforcement procedures instead of issuing licenses.
End of the licensing track:<\/strong> The track will end on December 31, 2024, for imports and for local production until April 12, 2025.
Parallel import:<\/strong> Option for import based on compliance with the reference cosmetic in Europe, without the need for direct manufacturer approval through the Standards Institute for 15 types of products.<\/p>

The options available to importers:<\/p>
